NOTICE OF LETTING
Description of Work
The Henry County Health Center’s project consists of three different levels of renovation; mechanical upgrades, reconfiguration of an unoccupied space, and finishes upgrade of an occupied space. All work is to occur either nights and/or weekends, but it is not anticipated that a seven day schedule will be required.
The mechanical upgrade includes the replacement of four (4) air handling units (AHU), of which two (2) AHUs feed areas that no other work is being done. The mechanical upgrades include a new RO system, exhaust fans, constant volume boxes with reheat, air valves and all new DDC controls.
Pharmacy, Central Sterilization (CS), Sleep – Reconfiguration
The reconfiguration consists of 6,000 SF of selective demolition in an unoccupied space. Demolition includes most walls and doors, all acoustical ceiling tile and grid and flooring finishes. Contractor must take steps to control dust and fumes. New interior metal stud walls with new resilient flooring, new acoustical ceiling tile and grid, paint, corner guards, sheet wall protection, plam casework, plam and solid surface counters, new doors, hardware and access control. New layout for HVAC and plumbing and electrical, lighting, fire alarm system, sprinkler modification and reprogramming of an existing elevator.
2000 MOB Renovation – Finishes upgrade
Selective demolition and finishes upgrade for a 11,500 SF occupied space. Demolition includes a few walls and doors, most carpet and resilient flooring, all vinyl wall covering, and some ceilings. Contractor must take steps to control dust and fumes. New interior metal stud wall layout with new resilient flooring, carpet, new acoustical ceiling tile, paint, doors and hardware, corner guards, wall protection sheets, chair rail, plam casework, plam and solid surface counters. Modification to existing plam check-out desk. Selective new layout for HVAC supply and return ducts and accessories, power, data, and lighting. Provide a new fire alarm system, and sound masking system.

Pre-Bid Meeting and Tour: A pre-bid meeting will be held on Wednesday, September 4th, 2019 at 12:00 PM at Henry County Health Center, Conference Room A1, 407 South White Street, Mt. Pleasant, IA. A tour will follow the meeting. Attendance is recommended but not mandatory.
Bid Opening Time, Date and Location
Henry County Health Center will receive Bids on or before 2:00 PM on September 19th, 2019 at the Henry County Health Center, Administration Lobby, located at 407 South White Street, Mt. Pleasant, IA. If mailed, address the envelope, Attn: Kim Maedl. Bids received after the bid date and time will not be accepted. A public Bid Opening will be held at the Henry County Health Center, Conference Room A1 immediately following. The bids will be presented to and considered by the Board of Trustees of Henry County Health Center on September 26th, 2019 in the Board Room at Henry County Health Center and such proposals received will be acted upon at such time and place or at such later time and place as may then be fixed.
Owner will issue an authorization letter and tax exemption certificate to the contractor and/or subcontractors for the purchase or use of building materials, supplies, and equipment to be used on this project only. DO NOT INCLUDE SALES TAX ON YOUR BID FORM.
No bid may be withdrawn for a period of 45 calendar days after the date of the scheduled closing time for the receipt of bids.
Type of Bid
Bids shall be based on a stipulated sum contract for multiple contracts.

Bid Documents may be ordered by contacting Beeline and Blue which is located at 2507 Ingersoll Avenue, Des Moines, IA 50312 (Contact Bill Pitts (email@example.com) or by phone: 515-244-1611. There will be a $150 refundable deposit required on the plans and specifications. Unsuccessful bidders must return their drawings and specifications to Beeline and Blue or Carl A. Nelson & Company, 1815 Des Moines Ave., Burlington, Iowa 52601 in good condition, and within 14 days of the award of contracts in order to receive a refund of their deposit.
Bid Security and other Bonds
Bid security in the amount of five percent (5%) of the Bid must accompany each Bid in accordance with the Instruction to Bidders. The successful bidder shall be required to provide performance and payment bonds, each in the amount of 100 percent of the Contract Price.
Notice of Award will be issued within 45 days of the receipt of the bids.
Construction Period: Approximately 8 months.
Owner’s Right to Reject Bids
The Henry County Health Center Board of Trustees reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the Hospital.
Bidders shall be prepared to submit a performance bond and payment bond conditioned on the faithful performance of the contract. Out-of-state bidders shall be prepared to submit an Out-of-State Contractor Bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa.
By virtue of statutory authority, a preference will be given to products and provisions grown and produced within the State of Iowa, and to Iowa labor to the extent lawfully required under Iowa law.
Iowa law provides that on public improvements a resident bidder shall be allowed preference as against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country. The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the nonresident bidder is a resident.
It is the intent of the Owner to award a contract or multiple contracts to the lowest responsible, responsive bidder provided the bid has been submitted in accordance with the bidding requirements. The Owner reserves the right to waive informalities or irregularities. The Owner reserves the right to reject any or all bids.
